Forum chat function?

So in the mobile UI, I see hints to a chat function :

But how does it work?
Is it even enabled?

Sometimes it would be really nice to be able to contact someone in real time, so I'd like to give it a spin, if possible.

It is intentionally disabled, as I believe it would be misused (think roms).

@Zigurana I updated my post - I'm certain it would end up being used for trading of copyright software. Also although it can be useful, I found on the old forum, many people just joined and sent me a PM asking for help. Although it can be seen as inconvenient people can choose to let their email be shown if off board contact is needed, or via other means (irc as mentioned above).
