PCSX ReARMed black bars, not filling full screen

I cannot force PCSX ReARMed to fill the full screen with some NTSC games. In any other emulator I have a screen fully filled vertically after setting in RetroArch integer scale -> off, aspect ratio -> 4:3 and crop overscan -> on. It does not work with PCSX ReARMed though. I am perfectly aware that PSX games tend to change the resolution in game, but CRTs with original PS1 or even other emulators like Duckstation are able to scale it properly to fill the screen. I am assuming that PCSX ReARMed has fixed PSX resolution e.g., 320x240 and when game has lower, it just leaves you with black bars on top or the bottom or both, something that PAL players used to experience back in the day. However, I am speaking about NTSC games here, titles like Tekken 3 (US) have top and bottom borders in PCSX ReARMed and it shouldn't be this way. I saw several similar topics in different forums but I was not able to find any solution. Appreciate any help.

It is not specific with lr-pcsx-rearmed. i tested it with lr-swanstation and the result is the same. I tried few settings but it wasn't possible to hide the black bars in the top/down, maybe this black bars are the correct thing . Anyway, if you believe that this is a limitation or bug of the core you can report it to the dev of lr-pcsx-rearmed : https://github.com/libretro/pcsx_rearmed

@windg Believe me, you not gonna se top-down bars in NTSC Tekken 3 playing on original PS1 or bottom bar in NTSC FIFA 99. Maybe, I will report it, but I am pretty sure they are aware of it. I was just wondering if I am missing something and there is a way to scale in properly, or maybe there is not and it's a bummer.

@pablokks Yes, i have saw this bars in many games and not only in RetroPie. Maybe is the core or the RetroArch or something we are missing.
If you are going to report it update the emulator from source to have the latest version and add the verbose log with the core default settings. If you don't have a github account i can report it for you. Thanks.
