PSP enters directly into RGUI upon launch

I am running RetroPie 4.0.2 on a RPi3. I decided to try out the lr-ppsspp emu. I have a King of Fighters '99 ROM in .pbp format that I had been using without issue in the PSX emu, but when I place it into the PSP folder and try to launch the game it brings me into RetroArch. This was a PSX2PSP ROM, so maybe that is the issue.
Any assistance that you fine folks could provide would be greatly appreciated.
