Multiple Disc loading Directly From USB

I'm trying to load Disc 2 of a ROM. I cannot append the disc to load it from the "insert disc" screen. i THINK it may be because i am loading directly from the USB instead of the SD card. when i go through those directories, i think they are pulled from the SD card (which is not where the .ico files are located.)
A) is this correct? I'm pretty new to all of this
B) how do i fix this
C) if im completely wrong, what do i do?
