New overlay for Mame Row#12: Frenzy

Frenzy was selected as Mame Row #12, therefore here is a dedicated brand new overlay to use.

Package download here; it includes:
the overlay (+1 additional with original instructions onscreen), cfgs and setup readme.

Based on original arcade cabinet marquee, bezel and side graphics.

As usual it is for Retroarch / Lr-mame2003 & 1080p.
