I don't understand what you mean. You download the file from this site retropie-someversion-rpi2_rpi3.img.gz in this file there is an another file with an .IMG extension. Extract the .IMG file.

The .IMG file that is the image file you need to use in Win32DiskImager. You don't need to open the .IMG file win with rar or any archive application.

When did you get that error message? You always can try to re-download the file and see how that works out. Or you can download it via a torrent me and some other members are seeding here. See the following page for more information:

The img file is fine. Don't try to open it in Windows. It is not a format recognised by Win. All to do now is write the image to the SD card using Win32 Disk imager or etcher. Do NOT drag and drop the img file directly onto the SD card.

                PetroRie and columboscoat are right.

Make sure you download it from here: https://retropie.org.uk/download
And use Win32DiskImager to write it to the sd card that is going to the raspberry pi

But it comes as .gz compressed file, you need a program like 7zip or winrar to extract it.

Also there is the possibility that your internet conection/browser/download/etc failed and that you have an incomplete or corrupted file.
If using winrar or 7zip with right click--->"extract here" keeps giving you the error message, just try to download it again.
