      How to replicate the problem:

        pcengine configs retroarch.cfg file looks like this:

        Settings made here will only override settings in the global retroarch.cfg if placed above the #include line

        input_remapping_directory = "/opt/retropie/configs/pcengine/"

        #include "/opt/retropie/configs/all/retroarch.cfg"

                turns out my xin mo had some quality issues...

                button 9/10 when pressed would disconnect the xin mo... i changed from P0 to P1 to confirm this...they are sending me a new one.
