A ROM corruptor?

How about a ROM corruptor, like the Vinesauce ROM Corruptor or the Real Time Corruptor, that can be launched from the Ports section?
Does something like this already exist?

It isn't permanent, it just makes game glitch out, it can be pretty fun

@edmaul69 These corruptions are temporary and can be funny. To see examples, watch the corruption videos of Welsh Gamer and Vinesauce. (Warning: These Youtubers use inappopriate language (Vinesauce: a little; Welsh Gamer: a lot!!!))
