A quick guess is that something goes wrong when you try to extract.. it sound more like you compress it into a 7z-file instead of extracting it..

Try just double-clicking the gz-file, then take the file inside and drag it to your desktop.

Remember, tons of people are doing this every day, so it's pretty safe to assume that the gz and img files works exactly as they should.

Try looking through the installation guide once more

You are looking in the wrong place. Do not waste your time. Simply follow the guide as referenced by @Xyb0t.

Also, this is unhelpful with regards to getting you any actual help at all. For example, if you had read
https://retropie.org.uk/forum/topic/3/read-this-first, you would have already told us which version of retropie you are attempting to use on which hardware version. You do not, so we cannot assist any further. Also, from that list of required facts, what power supply are you using? Finally, your SD card - is it genuine? Is it on the compatible list?

You do mention that you have a solid red LED though. To me, this suggests that the Raspberry Pi cannot find a valid image on the SD card so you have either the wrong image, a corrupt image or the process of flashing the image has been carried out incorrectly. Many people mistakenly drag and drop the image and expect it to boot. You must use Win32 disk imager. Did you do this as indicated in the above link?

This is great advice in general. But as Xyb0t said, he should not have ended up with a .7z file. It seems he just used 7zip to further compress his image instead of extracting it. Still, following the guide closely and carefully should set that straight.
