Hotkey Trouble on Dualshock 3

Start+Select on dualshock 3 wont exit emulator. i had two duals paired at the same time for mario kart. worked fine but then the exit only worked on one of them. libretro menu wont come up. i've reinstalled the p3 driver and reconfigured the inputs of only one and still wont come up. i've looked at other threads for this issue and they went unresolved with a reinstall, or too little info was given.
