(Dreamcast / Reicast) What do the numbers after certain ROMs (such as 11S, 12S, 1S, 4S) mean?

I'm trying to figure out what the number / letter combinations mean.
I've seen them in certain ROM zip files. The zip will have two folders, such as 11S and 12S or 1S and 4S. Typically, one version works and the other doesn't.
What do these numbers mean? -
I would also like to know...
Soul Calibur has a 1S version and a 4S version, and I cannot find any differences between them.
