configure buttons in mame game

Hello,
i am trying to configure the input controlls in a mame game (eg bubble bobble)
but i am unable to move the cursor after i pressed the tab key.
so i just can activate the first menu and never the second one. i just can enter "input (general)" and then i can change the tab key to something different. but i can not sroll down to the next menu item.
i can not enter "input (this game)"anybody an idea why this is not working?
i tryed with all of my keyboard keys and all joystick keys.
i configured everything before in retropie menu.thank you for the help
