SNES controller lag

Before I begin, I have searched the forum. Nothing from those threads has worked for me.
I have a raspberry pi 2 model B.
I use a 2.1 amp power source.
I use a small emerson HDTV. It does not have a game mode option.
I'm using a Gtron Retro USB Super Classic Controller.
I have installed the latest version of retropie.Every snes game has significant lag from controller input. It seems to be the same amount for every game. Only sluggish games are remotely playable (eg. super R-type).
I've tried what seems like every suggestion to fix this I've seen.
Leaving the pi at 900 MHz or overclocking to 1000 MHz makes no difference.
Putting output resolution at the lowest option or even the highest option doesn't seem to change anything.
Filters on or filters off, no change.
Hard sync on no change.
Skip frames doesn't fix anything, but does make it worse.
I've tried all the different SNES emulators that come with retropie, no changes.
I've changed the memory for gpu/cpu, no change.What on earth is wrong? I've tried this on two different TVs.
Is the USB snes controller I got known to be terrible?
Could the roms bad?I'm so incredibly frustrated. I got the pi specifically for this. Hell, what's the point of the filters even? If the thing is laggy with everything off, why even bother? I wanted a way to play the snes on an hdtv because plugging my snes into an hdtv causes lag from the TV deinterlacing the video output.
I was going to emulated N64 as well, but with this problem I don't want to waste more money on controllers if I still get unbearable lag.
