Need a little help here (Pi 0 Boot Issues)

Having some issues getting my Raspberry pi zero 1v. 3 to boot... Not sure what I'm doing wrong... I'm not even sure that the retro pie that I downloaded and put on the micro SD card is even on there... I have a few questions if anyone can help me or point me in the right direction

@Brooklynbred1981 Tell us what you are doing and hopefully we can tell you what you are doing wrong. You need to give more info than "help, it's not working!".
Also, why did you post in this section? Surely your question should have been in "Help & Support". -
@AlexMurphy sure thing.... So first of I formatted the SD card and tried to run win32 disk imager kept seeing notepad pop up.... I proceeded to download retro pie artwork. After that I tried to put everything onto the formatted sd card as the directions instructed. I proceeded to test the device and that's as far as I've gotten. Nothing lights up.. Retro pie doesn't boot to the load screen.

Downloaded retropie from Raspberrypi.org
Used the Jessie download link
Used a SD formatter I downloaded
Just trying to load some ROMs onto this thing
I have the Raspberry pi zero 1v 3 (can't see the act led)
16gb SD card with adapter
Power source I'm running off a adsoter
From my cell phone (meets minimum requirements)
You think that maybe the Raspberry could be faulty? (had a big blue stripe drawn on the logo on top) could be a bad refurbished one...
