When the RetroPie is powered on, the LED flashes constantly. It never stops. And the flashing is to indicate powering on, and a quicker flashing is for powering down, right? Well no matter what it's always flashing slowly, unless its off (then the LED turns off without the quick flashing). What could be the problem?

When the "ControlBlockService" driver is installed correctly and service is started, the LED will blink in four different patterns that depend on the power state of the Raspberry Pi:
Off: The LED is simply off.
Booting: The LED slowly fades in and out.
On: The LED constantly stays on.
Shutting down: The LED fades in and out twice as fast as during boot up.

Does the Pi boot properly? Are there errors being displayed? Are there "lightning' bolt icons being displayed on the screen? Does Retropie come up properly? Please provide more detail to your problem.

Yes, if the LED keeps on flashing the driver is not running properly.
