I am very new to RetroPie and I just finished working though the Command Line Installation of the control block. So far everything seemed to go well. When I did my final reboot, the Welcome, Game pads detected... Press any key to configure..." still appeared.

I made an assumption, perhaps incorrectly, that setting the "gamepadtype" : "arcade" in the /etc/controlblockconfig.cfg would have "configured" the settings and this screen would therefore be bypassed.

Is this expected behavior? Do I really need to configure the buttons when it seems that the control block has assigned meanings to the button for arcade mode? It seems like this would have been the default configuration of the "gamepadtype" : "arcade" setting.

      Thanks in advance.

That behaviour is totally normal. The configuration screen of EmulationStation lets you configure the arcade buttons to their individual meanings, e.g., left, right, start, x, and so on.
