singlegamepad option not working?

I use the following configuration in controlblockconfig.cfg:

But dosbox still reports 2 joysticks. What am I doing wrong?

Pi 3, RetroPie 4.0.2, ControlBlock rev. 2.X

I think it's always going to report both joysticks as being present since the controller is physically present. It likely doesn't care if you have anything hooked to it or not.
