Desperately looking for the name of that game I played when I was a kid

Hi everyone.
I'm literally hoping I didn't make a mistake with the forum section. Sorry, in case.
I'm looking for 2 specific games I played when I was younger (like 15 years ago) on PC (windows 98 or XP, don't remember)The first game is a side view game (like jetpack joyride, from left to right, no vertically developed) where you also have a jetpack, you have a weapon, you are a sort of cyborg and you have to run by flying/by ground from police (also cybernetical). When you take damage, your body looks damaged and when you die, your corpse should be destroyed. The more you resist, the more it becomes difficult.
Regarding the ambience, I remember a sort of futuristic background and a rock music (not sure about this). I only clearly remember that you get destroyed as you take damage and there's a lot of explosion, fires, cyb polices etc.The second one is harder. It's something like a space-simulation game like Wazzal (the visual is something like Xenon but you can go toward any x or y). You can create a fleet of ships and make a custom little army. I remember e red themed game/menu, a campaign mode and a ship that reminds me of the yugioh card "Curse of the dragon" :D
It's like 10 years I'm looking for these two specific games. Help me please, I'm looking everywhere!

It reminds me of "Homeworld", a game i played ~20 years ago.

The thing with contra is that some localizations named "probotector" had the characters replaced by cybernetical beings, are you maybe living in europe ?

Regarding the second one, no, it's not homeworld because my game is something less elaborated and more "raw". The homeworld graphics is too advanced for my game.Regarding the first one, unfortunately it's not that (Yes I'm european btw). My game is more chaotic and it involves a large use of jetpack.
I'm losing my hope :( But I really appreciate your interest. -

@prop I know that feeling, because I seem to recall there were some PC games I played in school but can't get the name of. I don't even remember or know of the developer or publisher who made it, and it has been impossible for me to find ever since.
I'm not entirely sure, but it seemed to be a 2D platformer game, that's all I remember of it. And it is hard to rediscover a game you have vague memories of unless you know what to look for. It wasn't Prince of Persia MSDOS, I think I would've recognized it if it was, although I never played it, I've seen screenshots of it.
My guess is these things are forever lost to us.
But who knows, maybe we will get lucky and rediscover what we missed. -
@prop When I think of a retro pc game where you jetpack around, Halloween Harry comes to mind (aka Alien Carnage). Though you are not running from police. It's also DOS, not Win98.
