Separate out Neo Geo CD, Jaguar CD, and TurboGrafx CD/PC Engine CD

A good reason for splitting is for scraping (when using a tool such as skyscraper or the built in one in emulation station). The turbografx CD (as well as other platforms such as the Neo Geo CD and Jaguar CD) have separate platform IDs than their respective base platform.
@BuZz / @joolswills I understand your concern about where exactly this "line" is to be drawn..., but in my opinion, it appears that this line could be drawn by how platforms are defined by scrapers. I already see the TurboGrafx CD (and others) split off in the scraper here: https://github.com/RetroPie/EmulationStation/blob/e6f5880da0b2dbc042557a6c3b3a6fd6adbcd4bc/es-app/src/scrapers/ScreenScraper.cpp#L87 and here https://github.com/RetroPie/EmulationStation/blob/4d1707de86de29006af1c13040816746183de328/es-app/src/PlatformId.cpp#L78
I also find it interesting the default theme, es-theme-carbon, already has artwork for the turbografx cd.
