I know i am a little late on this but having a PC that has 2.56GHz and 8GB of memory you need a good GPU as well because i have an old system which is using a Athlon 5350 with 8gb memory and a HD 7750 and i am able to emulate Gamecube and PS2 games perfectly fine and also the Athlon 5350 is clocked in at 2.05GHz quad core which is why i believe if they would make a Pi 4 it should be able to handle 2.5D PS2/Gamecube games and higher graphic mame games without any problems.
I'll admit cpu frequency is not the most accurate indicator, you would need more proper benchmark, however :
it seems your Athlon 5350 @2.05 Ghz actually has better single thread performance than my pentium N3710 @2.56Ghz
at the same cpu frequency, i expect an arm cpu to be slower than a x86 cpu (i always heard the old rpi1@700Mhz was roughly equivalent to an old pentium2@400Mhz in terms of single thread performance)
your expectations are way too high about the gpu for the next raspberry, even if the future VC5 was any good, i doubt it would outperform the desktop class gpu included in my pentium N3710
