ControlBlock and additional joypads

I'm preparing an arcade cabinet build and have purchased my ControlBlock in preparation.
I will of course be utilising the full capabilities it has to offer but have a question I know has been asked previously but one that I couldn't find a concise answer for.
I am hoping to be able to use either Bluetooth or USB joypads (happy to use either depending on the ease of implementation) every so often instead of the arcade buttons wired into the ControlBlock.
I'm of the understanding that the ControlBlock assigns itself to joy0 and joy1 (players 1 and 2 respectively) meaning any additional controllers get joy2 and joy3.
Is it possible to program the ControlBlock or code into Retropie so that if an additional controller (or two) is attached (wirelessly or not) THEY become joy0 and joy1?
Any thoughts on this would be greatly appreciated.
If it is not possible I would think that using an IPAC2 would be my best bet. Even then I'd have to do some wiring and probably have an inline switch somewhere effectively disconnecting the IPAC2 from the Pi before boot...
Any thoughts or guidance would be EXTREMELY appreciated.
