Community-driven configurations

For each game, let the "run command" menu extend with community driven configuration. Let people upload their configurations and let other people download and put a vote on configurations. By doing so, people will run optimal configurations for each game and become more happy with their retropie. The community itself will have a great value. Let's call the community RetropieOnline!!!
