I have setup Raspberry PI 3 and Retropie 4. Emulation of Commodore plus 4 using VICE does not work good. It does not work smoothly, sound is terrible. The speed is at cca 70% and frame rate is between 3(!) and 18 FPS. If I turn off the sound it works better. So is there any option to solve this problem using VICE or use some other emulator like YAPE?

not sure if you ever got an answer but i've been playing with this recently. change the SID emulation to the SID (fast) and then it goes like a rocket. if using a pi 1 or zero I'd also advise turning off the scanlines. I get 50fps on a pi zero with no sound issues. I get about 37fps with the scanlines and as you describe only a few fps with the default SID settings
