      1. using a PC n winpac, plug the ipac2 then open ipac2 folder n install it. U can available start button for player one. Force configuration. Install RetroPie image on the pi... The keyboard(arcade board) needs to be already plugged...
2.emulationstation will recognize only one side of the keyboard. Map it...
3.go RetroArch inside RetroPie configuration emu.
        Settings/input/user 2 blinds
Map each button of player 2 individually.
Blind all will cause speed changes...
        Configuration then enable save exit.
4.install basic RetroPie package then reboot system
5.install Roms(do not configure resolution screen size, shader... Now is the perfect time to scrape Roms logos. Finish then reboot.
        6.download fba2012 n mame2010. Reboot after download each emu.
7.set sound at emulationstation, set shaders, screen size n resolution
RetroPie set up/ configuration tools/ config all RetroArch emu. Then reboot.
      2. Update all packages n binaries then reboot.
Player two will be available right after the basic install
Update all packages will set up for future settings also will be saved after rebooting updates packages.
Logically emulationstation will recognize one side of the keyboard (player1) but RetroArch will recognize the other side of the keyboard (player2) using only one USB port of the raspberry pi 3.

just curious, why'd you choose ipac2 over Xin-mo or any of the zero delay USB encoders? I haven't used any of the USB encoders before, but I've seen good reviews for the other ones and they are generally cheaper. Is there a reason to get the Ipac over the others? I ask because I might be needing a USB encoder soon.
