vice emulator wont load games, only command prompt

hi guys I've looked around in here and youtube and google for a howto on vice because I've installed the vice emulator on my pi3 running retropie image 4.3, but whenever i attempt to load a rom i only get a blank c64 command prompt.
i havent seen any documentation anywhere telling me to try anything in particular from there, and additionally, what ive seen seems to indicate that this isnt normal behaviour for vice in any case.
is there something more i need to do after installing vice and copying roms to the c64 directory? any ideas how to get my c64 roms to play?
