rc-local.service freeze on startup

I'm new to setting up my retro pi and I've loaded up the microSD put it in the pi then hooked it up and pluged it in. It loads up to the Welcome to Pixel screen and down in the lower left hand corner it runs through several words and then gets to "rc-local.service" and stops. It sits there until I unplug it. Replug and the same thing. Cant even to get to set up. Any help? (and please make it simple.)
