Emulator configuration impossible

Hello,
I can't access the emulator configuration which was until now entered by pressing a button immediately after chosing a rom in emulationstation. Normally there is a screen which says "Launching...(Rom_name). Press a button to configure. Errors are logged to..." and after pressing a button I could select the dwfault emulator, select the video mode and so on. Now I saw that this is only possible if I have no meta-data scraped for the roms. If there is nothing scraped, I still can get into that menu for selecting default emulator and so on. But if I have a cover and more information scraped, I only see the cover while loading the rom and then immediately the game starts, without letting me open the configuration-menu. If I press "A", I skip the cover but again only the game starts. If I press "X" on my keyboard, it says "readonly mode, sorry [start with --edit?]".
How can I fix this? I just want the menu to appear that I can change the default emulator although I have cover and other information scraped for that rom.

Isn't this a function of the settings made in the RetroPie menu/emulator section under Runcommand? Maybe the Launch Menu Art setting?

@FfReAk it seems that you enabled "Launch menu art" in runcommand configuration. Take a look here:
