Power Supply of Pi 3 - (3.3v max) PSU not supplying enough?

Hi all,
After having some trouble with my Pi 3 Freezing, I've had a multi meter over the 2 'RUN' pins while RetroPie was running and the voltage never went above 3.3v.
I had a SNES game running, an old keyboard & Ethernet plugged in, my PS3 controller connected*, and a lump of files transferring when the Pi froze.
From what I have been reading, the Pi should be drawing about 5v when loaded.
Does this 3.3v reading indicate a bad supply?Its the 'Official' Raspberry Pi PSU if that makes any difference.

*I know there are issues with the Bluetooth drivers on the Pi 3.

Where exactly are you connecting your multi-meter?
If you're connecting to the GPIO pins, there's only a couple that will show 5V. The rest of the pins will only show 3.3V.

I've been measuring over the 'RUN' pins/holes.
On the Pi 3 they are between the GPIO pins and the USB ports.
Am I better off measuring pins 2 and 4 on the GPIO?

I believe the "RUN" breakout provides a reset switch function. It should be normally held "high" at 3.3V.

Are you using the built in bluetooth ? There is a known issue with that currently - there are a few threads about this on the forum.

this. I was having the same freezing issue until i stopped using my ps3 controller and bluetooth. Just using a keyboard now and everything has been smooth.

Yeah I'm using the built in Bluetooth and I'm now 99% sure that is what's been causing my problems.
I've loaded a new sd card tonight and used an wired controller and not had a single freeze.
