That fixed the loading issue now i get a controller config screen but it freezes when holding a button down to start configuration.

@berserkerbx23 Raspbian Wheezy is a long retired release for the Raspberry Pi, which is no longer tested on and it's likely to have problems with RetroPie.
Use a current Raspbian release or the image at retropie.org.uk/download and start from there.

@mitu ok Yeah I got that far. Im trying to do the ugrade via the terminal on the pi itself hooked up to the ethernet.
But when I get to the command apt-get dist-upgrade it finishes real quick and says 0 upgraded 0 newly installed, 0 to remove and 0 not upgraded.

@berserkerbx23 That won't work - the commands will upgrade your OS packages, which are no longer maintained and updated so obviously there's nothing upgrade. To upgrade the OS you'll need to flash a new image, upgrading in place is not supported by Raspbian nor by RetroPie - https://retropie.org.uk/2018/04/retropie-4-4-is-released :

For RPI users it is recommended to start from a fresh image with this update. It is possible to upgrade the system from Jessie to Stretch but there have been reports of issues by some people when doing so.

@mitu and that retro pi image will intern upgrade the distro? or do I have to do that separately?

@berserkerbx23 If you are familiar with linux you can insert a USB drive and copy the roms using the command line.

If SSH is enabled, you can use something like WinScp on a pc to copy the roms over the network to said computer but the process will likely be slower to complete. The default username and password is 'pi'. If SSH is not enabled run sudo raspi-config from the command line and go into Interfacing Options to enable it.

@berserkerbx23 The 4.4 image is the most current release available which is Raspbian Stretch.

@berserkerbx23 The same way you copied them there - https://retropie.org.uk/docs/Transferring-Roms. How did you transfer the ROMs to your installation ?

@mitu i didnt this system was purchased used from someone i knew.
but it stopped working all together so i had to learn to troubleshoot it without knowing anything about it. lol but heres what I did luckily i do have linux mint installed dual booted on system so ii looked a video up and used mint to copy the rom files which i dug for on my own. i flashed the sd with the link you gave me booted it up and configured the gamepad.
now do I need to update or do anything else to it?
