If you write the image again on the card, does it start ?
You can look at https://elinux.org/R-Pi_Troubleshooting to see, based on the LEDs lighting up and their color, why the Raspberry PI cannot boot.

@gadi So the problem appears only after you take a backup of the image ? If you do some initial configurations (i.e. set-up controllers, add ROMs) and then reboot, does it still work ?

also after setup and plying games ,when I am shunting down ( from the menu) and unplugging the electric from the wall , when I plug it back is not starting again.

look like the shutdown is corrupting the retropie

                I have raspberry pi 2 b ,
                power supply 5v 2am.
                follow the install guide https://retropie.org.uk/docs/First-Installation/

I have formatted the microSD card ( sandisk ultra HC1 32GB)

when I first start the system I get the first install screen and all is ok.
I am seting up the controlers and then shutdown the system , and plug out the plug from the wall .

when I am pluging the electric plug back to the wall the system not stating up at all.

I have tried now again and in the first screen I have hit F4 , than I have issue " sudo halt .
the system shutdown and again not starting up.

Nothing, but it looks like it's hardware related. Is the Pi in a case ? Did you solder anything to it or did any hw modifications ?

@mitu yes, it is in a case .
no changes or modification was made to it.
look like the unpluging is doing something bad to the Retropie

You're confusing Retropie - which is a software collection - with your Raspberry Pi. Can you remove the PI from the case and repeat the process to see if the case has something to do with it. What case are you using ?
