I have built a 2 player bartop arcade, and was wondering if there was some way that I could use the player 2 joystick, together with the player 1 joystick, to play games that require 2 joysticks, like Robotron. My current setup has, a joystick and 8 buttons connected to USB encoder board for each player, connected to a raspberry pi 3B+, powered by a generic 5v 3A power supply, running retropie 4.4.
Any help with this would be greatly appreciated.

I'not sure if this is possible in RetroArch based core - but it might be possible in Advmame.

You could possibly do this with a wireless, or wired USB keyboard attached - I personally use the excellent Rii X8 Mini Wireless keyboard on my Pi 3B+.
Run Robotron via the MAME emulator, then press the tab key on the attached keyboard, goto "Input (This Machine)" and edit the controls for how you want them. For Robotron, I use player one joystick for directions, and player 2 joystick for directional fire.
My joysticks are a Hori V4 for my main joystick, and a Hori mini for my 2nd joystick.

mame2003 plus has a special setting for dual joystick games to do this. Just one thing to note for it to show up in the options menu a dual joystick game must be loaded so load any dual joystick game like robotron. Go to options and set dual joystick mode to on.

It can also be done from the tab menu in any version of mame. Mame2003+ tries to do away with tab menu all together so its off by default. And it supports 6 and 8 button arcade mappings
