Slow boot time due to no internet connection

hi all just a quick one here.
Ive just setup a pi for my friend and housed it into a ps1 case.
All has gone well up until the point of disconnecting it from the internet as my friend doesnt have any and now it takes longer to boot.
Im using a pi3b+ with oficial psu and the latest version of retropie and fully updated (4.4.3) i believe.
Here is the problem, ive set it all up no problems what so ever and have used the pistation boot screen copied roms over etc over my home network, perfect all working as expected.
Then the problem occurs when unplugging the device from the internet.
i switch it on and all boots up as normal the when the 15 second pistation boot screen finishes it goes back to the raspian stretch loading text saying "starting hostname service" after approx 5 seconds it goes to a countdown upto 1min30sec regading dhcp, after that emulationstation starts.
Now i know its doing this waiting for a network but is there anyway to prevent it as its kind off annoying lol.
When its connected to the internet and i switch it on i get the 4 raspberrys a little text for a couple of seconds then it plays the 15 seconds pistation splashcreen, as soon as thats finished emulationstation is there instantly so i would like it to behave like that whilst there is no internet available also.

Use
raspi-config
and disable theWait for Network at Boot
option from theBoot Options
menu. -

That was the first thing I tried as I've seen that option before in the raspi-config.
Made no difference though.

I can confirm this does actually work.
Re-tried it when the little one went to bed last night.
Things are always easier when she constantly under my feet lol.
