8bitdo SNES Retro Receiver with DS4 Controller Not Working

I have a Rpi3 with Retropie 3.8.1 (I did run the latest update script which I think pushed me to v4 RC1).
I'm using an 8bitdo SNES Retro Receiver and a DS4 controller. I can set it up fine in EmulationStation and it controls the UI just fine, but when I launch a game or RGUI the controller does not register any input. I can't even use the always connected USB keyboard to manually select the RGUI option to invoke the pad config (which seems really strange to me that the KB doesn't work... and yes I did set up the KB in ES too).
When I launch a game or Retroarch the yellow text says that the controller config is loaded successfully... but again, no input works. And when I launch RGUI from the RP menu the KB and the controller do not work so I cannot select anything... I have to SSH in and manually reboot every time I launch a game or RGUI to test.
I've tried reflashing my SD card 3 times with RP3.8.1 and it still never works.
I want to use the SNES Retro Receiver instead of a plain Bluetooth connected DS4 because it is SUPER easy to pair the DS4 to the SNES Retro Receiver and it is NOT easy to pair a DS4 via Bluetooth to the Rpi3 because some new controllers have updated firmware and they do not work at all on the pi. I used to use the DS4 paired plain jane via BT but every time I do a RP refresh (which is often) I have to do the repair again and something always goes wrong... I'm down to only 1 of my 5 DS4 controllers working with the pi now because I think the FW is updated on the controllers when the PS4 is on.
Is there something simple I'm missing, lie an input_driver setting or something?
