Just a quick overview, I have both an RPi2 and an RPi3. I have tried multiple different micro SD cards (including the one that comes with the pi) and it always boots up the first time to RetroPie and then after that it will sit with a blank screen for hours and nothing will happen if I restart it. However, when I flash Ubuntu MATE to the same card, it works no issues. I am using a 2.5A power supply and the correct RetroPie image (3.8.1). I'm using an HDMI to VGA adapter for the video. Anyone have any ideas? Kinda weird it works without a hitch until it's restarted after booting into RetroPie the first time...

What emulators are running before you try to reboot? Also, what happens if you reboot immediately after it boots the first time?

        RetroPie v4.5 • RPi3 Model B • 5.1V 2.5A PSU • 16GB SanDisk microSD • 512GB External Drive

I'm not running any emulators. After the first boot, if i turn it off and walk away, it will never boot up again to the RetroPie screen or anything. My monitor just stays blank.

Try another PSU in case it is power supply related (And/Or another USB Cable) - although MATE works, but it could still be hardware related. You could also try the latest 4.0rc1 image from the forum https://retropie.org.uk/forum/topic/2106/4-0-rc1-images-are-available-for-testing

Does it make any different if you don't use the VGA adapter ?

The HDMI to VGA cable is all I have. And I've tried 3 or 4 different supplies. Still no fish.

@BuZz So I forced 720p mode using this:
                https://retropie.org.uk/forum/topic/2984/retropie-no-longer-booting-pls-help/2

And now I get the RetroPie boot screen, but then everything goes blank. Not sure what's going on. The monitor keeps coming on (blank screen) then detecting no input and shutting down.
