C64 VICE MENU ISSUE - the cursor menu always up

hi guys, a stupid question.. i tried to reinstall vice bu no luck
rasp 3 b
retropie 4 rc1
why when i enter in the menu (the one in emulator) i have the cursor that runs always up but no keyboard or joystick are pressed?.. i try also to change joypad....
i cannot configure the joystick, or other thing because is to hard to select the menu voice
