I tried to connect sega 16-bit controller using an adapter from DB9 to USB. All Usb ports are working because it see keyboard in any port. But retropie don't see controller in any ports . Controller and Adapter are new. I have bought them 2 days ago and they worked when i checked them in market. I use Raspberry pi 1 B+.

Does it work on a PC - is the gamepad detected and functioning ? Try using jstest from the command line and see if the controller works

        jstest /dev/input/js0

Press buttons on the controller and see if the screen updates, then press Ctrl + C to interrupt the test.

Do you see the device under 'devices and printers' as a gamepad ?

This command should be executed on a Pi, from a command line after you exited EmulationStation. On Windows, it doesn't work.

OK, then it means that /dev/input/js0 does not exist, so the system doesn't see it the USB connection as a gamepad/joystick.

I don't think so, on Linux you'll rarely need to do that, almost all drivers are included.

                        Because in market it worked

It worked with the PI or another PC ?

Maybe, but I'm not aware of any driver included with Linux for an DB9 to USB adapter. Ask the seller why your gamepad doesn't work on Windows and if the adapter works with Linux.
