can not connect more than two controller via bluetooth dongle

• Pi Model or other hardware: Pi 4 8GB Model B with 1.5GHz 64-bit quad-core CPU (8GB RAM)
• Power Supply used: EADP-30NB 5V/6A
• RetroPie Version Used : 4.7.19
• Built From: Pre made SD Image on RetroPie website
• USB Devices connected: Bluetooth CSR4.0 USB Dongle
• Controller used:
  Xbox One Wireless Controller (Model 1708) x 1
  PS3 Controller (CECHZC2T) x 2
• Guide used:
  /boot/config.txt
  dtoverlay=disable-wifi
  dtoverlay=disable-bt

When I use internal bluetooth, three controllers could be paired.
Sometimes the xbox controller would disconnect and connect again, so I bought a bluetooth dongle.
But it could only pair at most two controllers like two ps3 controllers or one xbox controller and one ps3 controller.
I use cmd "bluetoothctl" to try forcing connect to controller, but the another controller would disconnect as below.
