      After first editing the retroarch.cfg file to change the rotation it worked, but after a few minutes and I believe an update to retroarch none of my games load vertically. I have even edited every single retroarch.cfg file or back up to make sure the screen rotation will work but none of the edits seem to be working.

        You didn't add some proper information on what you edited in some specific retroarch.cfg 's.
        I assume you used :

        video_rotation = "1"
        

        or

        video_rotation = "3"
        

        For our project I also wanted to be able to rotate the games vertically.
        I can't remember exactly why but for some reason I didn't use the video_rotation option.
        Probably because the video_rotation option doesn't work well.

        Instead I used :

        screen_orientation = "3"
        

        So try that for a change.

        ps.
        Not using double-quotes can also be an issue.

          I have a Pi 4 running the stock Retropie image (latest), and the video_rotation setting in retroarch.cfg works, but only when I'm in a game. From boot through retro pie splash screen, emulation station starting up, to the selection menu it's all not rotated, but when I actually select a game (any game, any system), it then rotates the display, and editing retroarch>video>scaling, I was able to set the aspect ratio to 3:4 (I have an older 17" dell vga monitor and I run HDMI out into an HDMI > vga adapter which works just fine), and it's going to go into an arcade1up cabinet I obtained for free. So, games actually display at the rotation I need, but I can't get the entire system to rotate (at which point I wouldn't need video_rotation set (or set to 0)". If anyone has instructions on how to rotate a pi 4 display under retro pie, I'd sure love to know. I did find an article that talked about the linux command xrandr, but that command doesn't appear to be on this particular distribution as it says command not found.

            @JLaury See this post on how to rotate EmulationStation and the console boot screen. Note that the RetroArch's menu doesn't obey the video_rotation parameter.
