Automatic frame delay on RPi

I came across this article about automatic frame delay being added in an older version of RetroArch (1.9.13 at that time).
I tried it on my Pi 3B+ with RA 1.12.0 and couldn't fully tell if the setting was actually helping with input lag or that I was experiencing a placebo effect.
Does anyone know if automatic frame delay actually does anything at all on the Pi 3? And if so, how do I get the setting to save? I activated it through RGUI, but mine was always reset to OFF when exiting and then relaunching games. Is there a .cfg I can edit?
I am only using FBNeo and MAME2003-plus.

app on my camera-equipped iDevice, counting the # of frames from when the button is fully depressed until Mario's feet leave the ground in SMB1. I captured two jumps with auto frame delay off, and then two more with it enabled:video_frame_delay_auto = false
: 14 frames and 14 frames (466.67 ms)video_frame_delay_auto = true
: 15 frames and 16 frames (500 and 533.33 ms)This test is far from exhaustive, and it's not even on your same hardware, but at first glance it doesn't appear to be any benefit, and may even run a frame or two slower, on my end.
