Older Ipac 2 button mapping question...

I have a retropi 3b, and an older PS/2 style Ipac 2 (with USB adapter), that's connected to a bartop arcade that has 2x player controls. IE: each player has a joystick and 8 buttons (6 action buttons, player1, coin1, same for player2).The ipac keystrokes are the ipac default ones. I am unable to update the firmware on this Ipac (confirmed by Andy over at Ultimarc).
I'm using an image which runs retropie (Retroarch/libreto).
When I boot the image, I am able to access emulation station and configure my controls, but when I load a game, (specifically MAME type games), the controls do not work (player 1/coin1), nor does the hot key the control. So I cant play any of the games.
However, the controls seem to work fine with NES emulationMy understanding is that the global settings will override all the others (top of hierarchy), so I went into opt/retropie/configs/all (FTP into retropie), and retroarch.cfg shows the following:

Providing the details listed here avoid later querstions, which most of the time will be needed without it.
I-Pac pre-2004 Era? I am just in possesion of a 2015+ one and don't know what defaults are used on the older ones. Though it ain't part of the problem: you can reconfigure/reprogram the keystrokes send by the I-Pac by using the legacy application for it, or?
What Mame Cores have you tried? As the I-Pac is treated as a KBD here, there may be conflicts between the keyboard input recognized by mame and the additional retropad input send to it (for some cores that may be disabled/configured in the rgui, so that they either see the keyboard or the retropad input, for others (or in addition to that) it may be needed to edit the mame inifile to react only on either one of those signals).
