I copied over my two favorite RPG's for the Sega Genesis.
Shining Force (USA).zip
Shining Force II (USA).zipBoth games work when played on my Laptop with Fusion Emulator. Both are in the English language and open the correct game.
When I go to open them in Emulation Station, both Pico and DGEN render Shining Force in Japanese.
When I go to open Shining Force II, it opens Shining Force I. For some reason it doesn't see the second game.

Try also to unzip the rom and check with rom hasher : https://www.romhacking.net/hash/ , you will find info about the region.

ROM hasher lists them both as USA based ROMs.
This is an issue specific to RetroPie as the games work fine on my laptop with Fusion emulator. -

The 4.6.0 series had EmulationStation at version 2.9.1, your log shows an much older version (2.6.1) is in use. Are you sure you're using RetroPie 4.6.1 ?
The log shows the ROM files are launched fine. I would check the ROM files as @windg suggested and maybe post a verbose log from launching with
lr-picodrive. Use pastebin.com for the output, since they're quite large.
