Button Config Per Individual ROM... help.

Please help :-) I have the latest RetroPie 4.8 installed and it has RetroArch 1.19.1.
I am trying to configure some per ROM button configs, namely Street Fighter II to begin with but after reading pages and watching videos, I don't seem to be getting the same experience.
I get the impression that activating RetroArch during the game and setting the inputs from the core inputs is the wise method but when I do, I don't get the same menus.
It is a little confusing to be honest. What is the best way to do the button configs on RetroPie 4.8 and RetroArch 1.19.1?

I have just used the method in this video, it seems the simplest and it works. If anyone can help make sense of the other methods it wouldn't be a bad thing though.
