New Release?

Dumb question here, but at what point is it determined that a new release of RetroPie is ready? The last official release was in November and its March and there has been a lot of development that has happened since November's release. Just curious about the process here.

works like a charm, im using it to play the files from http://arcade.hofle.com/ as ambiance in the menus, although instead of stopping them when executing an emu i modified teh script to drop the volume by 75% so its still there in the background while playing for a more video hall experience...
