I don't see how the bashwelcometweak would affect the network (ssh) connection - it's a simple bash function that is executed after an interactive login (i.e. it doesn't affect sftp).

The IP address of 192.168.0.xx is typically a router IP address, and port 22 is the SSH port. You may want to check to see if your router is blocking this SSH port.

So I figured it out. I realized I needed to enable SSH on the RetroPie as looking at further documentation that it is disabled by default. Once I did that I had no problem.
