I am running RetroPie 3.7 downloaded as an image and running on a Pi 3.
Everything seems to work fine, and my controllers are all found and setup correctly.
However, the second I try and load a game, it says in the little yellow text in the bottom of the screen when it first loads the emulator that it finds each of the controllers, but the emulators don't respond to any of them.
It's as if they weren't connected.
I am forced to either connect a keyboard, SSH in, or pull the power.
Not sure what is going on here...
Anyone else seeing this or have any ideas?

      Thanks!

Which controller are you using (wired or wireless)?
Which emulator(s) are you trying? I'm assuming a retroarch based on as you mention the yellow text.

No other changes made, just a vanilla install?

Is there a file in here?
        /opt/retropie/configs/all/retroarch-joypads

I am using an original NES controller (wired) via the ControlBlock 2 and the Xbox 360 Wireless controller (with wireless dongle plugged into the USB of course). That is this time around. Last install when this also happened I went as far as to also setup my wired Playstation 2 controller which is going in via a USB converter, and a USB Nintendo 64 controller. That time those also worked in EmulationStation but nothing worked once trying to play a game.

          Yes Retroarch.
As I mentioned was done from the standard image download from retropie.org

Some of the systems tried include NES (both emulators), SNES, Genesis, Playstation, etc.

Only changes are standard changes such as time zone, locale, things of that nature.
          (Besides setting up ControlBlock)

There are 4 files in /opt/retropie/configs/all/retroarch-joypads
          ControlBlockSNESGamepad.cfg
          Xbox360WirelessReceiver(XBOX).cfg
          XboxGamepad(userspacedriver).cfg
          XboxGamepad(userspacedriver).cfg.bak

you need to look into your controller order.

the controlblock always says that 2 controllers are connected. so what happens is: Player 1 is the first snes controller and works
Player 2 is the second snes controller but is not plugged in
player 3 doesn't exist on a snes but probably is your other controller

i had the same problem but i never fixed it cus i fried my controlboard

IF this is your problem there is a way to change this:
maybe this is something for you: https://retropie.org.uk/forum/topic/84/controller-settings

EDIT: i've read your post again, and i doubt this is the solution you're looking for. sorry....
