XU4 Installation - DraStic emulator availability

So I know on my RPi 3 I have the ability to install the emulator however I am not seeing the ability to install anything from binary as it is and Drastic isn't listed under experimental packages either. I tried to use the manual process I found on here however bash is returning that "curl" is a command not found.
Is there a way to install this emulator or will I be stuck with desmume? Is there some type of agreement with the dev that it can only be on the RPi 3 and it isn't tied per agreement in and of itself to Retropie? Thanks in advance!

@fnkngrv there is no source code available, and the developer only released binaries compiled for the pi, so unless he openources the code or builds binaries for the xu4 then you're out of luck
