Forcing NTSC in EmulationStation

This is great but emulation station still seems to overscan.

check these settings as well or add them
sdtv_mode=0
sdtv_aspect=1

and
#overscan_scale=0
should be overscan_scale=1

after that try
overscan_left=10
overscan_right=10
overscan_top=-8
overscan_bottom=-4
