Screen bleeding over!

Hey all, I have an arcade cabinet that I am using a Raspberry Pi 3 to power. I have everything set up pretty well, but I have had a very hard time getting the right resolution for the TV. I am using a HDMI to RCA adapter. I have tried adjusting both the settings for the emulator and the settings for the pi. I am only using MAME. I am not trying to emulate anything else.
I am new to this, any suggestions you can throw out at me would be HUGE. I am at the point of pulling out my hair. haha.

/boot/config.txt
Change your overscan setting from 1 to 0 or the other way around. This just depends on your monitor.
If it still off there are 4 individual overscan settings for each side of the screen. Have a play about with these. Remove the # before to activate. After any change you will need to reboot to invoke the changes made.
