Rotate Screen for cocktail mode, mame.ini?

I'm working with my kids to build a mame cocktail table, using a Raspberry Pi 3 and our games are in mame4all. I'm having a hard time figuring out how to get and/or edit the mame.ini file to rotate the screen.
I've found only a few pages online that talk about this, and I just don't follow how to get, find or create a mame.ini document so I can change the screen orientation.

MAME4ALL?
