So firstly thanks to @floob some really useful videos , I've gone from having no clue to slowly figuring things out.
I have a PI3 with Retropie and i'm currently playing with video resolutions .I've followed the videos and this forum post http://smartretro.co.uk/forums/viewtopic.php?f=3&t=85 and have managed to configure SNES & Megadrive , I wanted to configure my other systems Maseter Sysstem Nes, SG1000, most importantly my lr-mame2003 , this post from the old forum http://blog.petrockblock.com/forums/topic/scanlines-overlays-an-configs-for-softer-look/ had a link to the reoslutions..doesn anyone have this or is able to support what best ratios etc and overlay files it should point too wihtin the 16-9 folder...

I've wrapped most of patl settings up in this tool, so you can read the files in there if you want.

i do appreciate your help by the way a week ago i had no idea what Linux even was so learning fast with your help

@thrussmeister
With arcade games, there are a variety of resolutions and aspect ratios to consider, making bezel overlays a difficult choice unless you run on a per rom basis, and use overlays like this:
http://libretro.com/forums/showthread.php?t=5085
Although I suppose you could just use a non-bezel based 1080p overlay to cover the lot, like this style Scanlines_4x_1080p_Borderless.cfg.So instead try using a shader, you can apply using
video_shader = /opt/retropie/emulators/retroarch/shader/crt-pi.glslp video_shader_enable = true
in the emulator/system based retroarch.cfg
